IT is a given. Easiest to offshore. They’ll probably go after the hardworking, skilled, and experienced people too. Wouldn’t want efficiency or knowledge getting in the way.

Would there be any benefit to submitting an EOI at this stage, or have the decisions already been finalized?

If the creation of a new org chart is created based on feedback from leadership, why bother recreating when part of the problem is leadership? Filtered feedback and no one hears about the inefficiencies experienced from those doing the day to day.
