Remaining leaves at the time of layoff

It will be great help if anyone can share there knowledge on below- Severance package includes the remaining paid vacation, sick leaves and other leaves? Or just paid vacation is encashed at the time of layoff?

Can directs be same C level as manager?

In new org structure, can directs be same C level as his/her manager or they must be one or more level lower? For example, can a C15 manager have a C15 employee reporting to him/her?
