The first two are already there TSMC and Samsung. Can Intel foundry steps on the 3rd position among other players such as Global, SMIC ? Really have not heard about Intel foundry too much these days.

They guaranteed on-site child care, but didn't guarantee a minimum headcount. I guess if you lay off enough and move to a lower cost geo, child care doesn't make any difference.
