As mentioned, they do not have to layoff a remote worker to get rid of them. Just change the policy similar to what Amazon just did where everyone has to work in an office. Most remote workers will find a new job and those that don’t will be terminated for not showing up in the office. I suspect this will happen in 2025 because it is a simple way to trim headcount. Intel has done this in the past where workers had to move to a major site to remain employed. If you are a fully remote worker and still have a job at the start of 2025 you are not likely to still be employed by Intel at the end of 2025. You are an easy target.

Hardly any of the past layoffs have had WARN notices, all of last year in California there were just a few hundred total out of well over a thousand.

Warning: I've seen mass layoffs in the health insurance industry with zero WARN notice in California. Corporations find ways around the warn notice system to keep from rattling investors confidence.

Intel is an "At Will "company. They don't need an excuse to terminate you. They don't even need to give you a package.
