Intel relies too much on luck
Leaving things to chance is usually a sign of poor leadership. Doesn't it seem like Intel is often relying on luck more than anything? That is not and cannot be a good strategy. Eventually you find out you are not that lucky. Just saying

Intel has been performing horribly for a while
