What's the purpose of function leads?

What exactly have these positions contributed to anyone's career since ascend? Seems to me they have hardly any say in whatever HR is doing with raises, careers, or promotions, and just piggyback on whatever assets want. Who is leading who? Smh

Uncertainty makes me unproductive

I keep hearing rumors about RIFs, but no one has any detailed insights. It makes me very anxious. Meanwhile, our boss has more unrealistic demands than ever, but who can be productive working in such a tense atmosphere?
