Why are some belk stores overloaded with merchandise including clearance that does not sell and some belk stores have very little merch?

Belk is being taken over primarily by ex Macys employees that have been terminated or pushed out of Macys, but now some are ex wal mart and target managers. The worst of the worst🤮🤮🤮
