Heard that to make up for last year's debacle, this year, no employee got SL4 or SL5 for 2017 focal? So is SL3 the new low ranking???

Repeated Successful and SL3 - next in line for a layoff?
SL4 with successful or lower were targeted in the previous years. I was told by some senior employees that the next in line would be folks getting successful and SL3 for 3 or more consecutive years. How true is this?
Rating and SSL Formula?
Is there a correlation in rating and SSL? Does higher rating mean higher SSL and vice-versa. System seems to be unclear for ratings 2 & 3 with respect to SSL. Can a successful get SSL1?
