Does the 15% figure include temps now?
I heard a rumor that the proposed 15% will now include temps and that the actual number might be below 15%. Previously, it was 15% of the full time employees + temps. Is this true?

You can get $250K to $400K with overtime as a consulting engineer (if you consult instead of temping) in Silicon Valley. Say $300K average with

Most CEOs don't like to pay $200k base salary for an eng. (let alone possibly twice as much in overhead)
So it makes sense for them to advocate more H1Bs quotas: this will suppress workers salary at some point. Their argument is "the other option is to outsource entire operation to low cost area"

clearly the H1-B's are too blame. I can't find a job at a defense company, because no one would be stupid enough to pay me $200k to write perl scripts. But clearly, it's the H1-B's fault that I'm losing my script-kiddie job.
