NY Times had a long article and an editorial on misuse of H-1B quite recently. LA Times had an editorial on it. Dig up the name of the NY Times reporter and ask her to do an article on Qualcomm's use of H-1B and the corruption within the company. Her email ID is probably there at the end of the article.

It may not be ethical or moral, but QCOM's H1B hiring practices are most likely not illegal. QCOM probably has the best lawyers money can buy telling them exactly what they need to do to get around the laws. When I was at QCOM, I used to give vet potential hires to make sure they weren't exaggerating their skills on their resumes. I never really thought about it too much, until my wife asked me how many of the people that I thought were really good were actually hired by QCOM. I could only think of 2. Of course they may also have had offers from other companies; but still, statistically, one would think the number would be higher, as the group I work in is a rather small part of QCOM.

People who consider the job as essential part of their life would run that extra mile when deemed necessary. If that trait happens to be more abundant in Asians, then face it.
