Anybody knows the ISP COBRA package is just Intel cutting you a check, or Intel is paying COBRA directly ?

I have been in Intel 31 years and have seen numerous layoff and re-orgs but Richard never seems to be affected by change, makes me wonder if he knows dark secrets of Intel Corporation.
Heard from a HR friend that they are planning to slowly ramp down Folsom site! By end of 2017 it will be fully closed!!
