Software engineer - anyone negotiated notice period to less than 30 days?

I know someone who tried to negotiate with HR (manager doesn’t have a say in it) and they were declined. The person already had a job offer so they gave two weeks notice. HR sent them emails urging them to follow policy, but the person didn’t want to give up the good job offer. As a result, they are not eligible for rehire at WF. However, even if you would be eligible for rehire, WF currently requires an approval to hire someone externally.
