Thoughts on this? As H1Bs have to go back and apply? Or will they just outsource more to India and keep them there?

These rules only benefit employers. Now all the jobs will directly go to India. Hiring here will be reduced.
When the old H1b's go back to India,new H1b's will replace them.
No impact..H1Bs will find it difficult to get a Green Card so they may return after exhausting their 6 year stay only to be replaced with fresh H1Bs that have the full 6 years available.
