Former Director here. VOE is anonymous, but sometimes the comments are specific enough to identify the employee. Otherwise, there is complete anonymity. As far as actions in response, Corp was often the roadblock to any measurable improvement. Maybe the spin-offs will help push action with less friction.
When you have evil HR people, VOE is useless. Prime example is AW, she is awful, manipulative, and dishonest.

It's shocking I tell you - USA Today DID listen to the VOE. Based on feedback from employees, Honeywell DID NOT make it onto the list of 1500 best places to work in the US. No word if "India Today" takes a similar poll.
I love my manager. He loves me too.

If a group of employees is ‘happy’ that is bad for the manager.
It will hit one of the required goals for managers. It's up to their boss during MRR to penalize them for it. Which may not happen.
