Everyone who gets laid off is a top performer. Just ask them, they'll tell you.

Most workers have an easy job and just sit around laughing about getting paid pretty good for not really doing much knowing they'll eventually be laid off, at which time they'll enjoy a paid vacation for up to two years.
I was in a HUB city in the torrents org, and when I filed for unemployment att gave the reason "no work" which was a complete lie because before I was cut, they had just brought in two more people to work on the project that our team had been working on for a while. One thing you can count on is in order to check the boxes, they will always sell their lie.

@bv I believe it’s actually the complete opposite. Leadership hangs on to low performers because they know they can keep them in lower positions. High performers are viewed as threats….leadership eliminates their threats. When leadership denies opportunities for development that is clearly written as eligible in the policy on HR OneStop, that tells me all I needed to know. 😊 I’m not here to argue your thoughts. My thoughts are mine. Yours are yours. Keep it cute cause life it too short to waste on sh-t that doesn’t matter.

The better question is whether someone is productive or underperforms. If you don't have strong performance results in a hub, you're going to be out.
