@a9 you cannot attract talent without offering flexibility. Nobody worthwhile is signing up for the prison system. That’s why all their precious TDPs are leaving.

@a7 Volunteers are typically close to retirement age and have had conversations with their AD, Director or AVP months if not years in advance. Could be top performers in the org or ranked last. Doesn't matter.

If you're Leg T union and surplussed, you're contractually entitled to up to 104 weeks pay depending on your seniority.

There is no real correct answer other than it’s a target by level. In the past it was by level and then by title, recently it’s been by location with some low performers added in no matter the location. Seniority is hardly a factor as the company is trying to bring in new talent.

For managers - surpluses happen weekly/monthly at T, depends on the organization.

They rank and cut by performance in management. Know where you are in the performance metrics your team is measured on. Usually the bottom 1-2 people get hit. There is significant manipulation of the performance metrics to accommodate volunteers, but they still have to be at the bottom to get on the surplus list. This round was pretty sudden so there seem to be less volunteers being accommodated. If you are union, the rules are VERY different and it generally goes by seniority.

one of the levels of mgmt can decide and boss ranks below may not have any idea why (and may or not try to explain/defend it)
all I can advise is to try to be on the good side of your boss (or preferably the ones above him)

Management Employees are ranked by manager or director. Then they are given a level 1 and 2 goal to cut and the lowest ranked on performance go first. They follow the goals for cutting that are given by level. Everyone is potential

If you have to ask then you are probably the target. LIFO (Last in, first out)
