US employees will be laid off by moving work to IDC and also transferring resources from IDC to US via H1B/L1b. You cannot win

A team I previously managed kept mostly lower performers in Sept because they'll keep doing more with less without complaint because they know they can't go anywhere else.

Managers regularly rank their directs in terms of performance and team fit. Those rankings are used in combination with salary to decide who gets RIFed. So it's not always just low performers, and it's not always just people with higher-than-average salaries.
