2022 full year earnings

Back in 2022 Intel's forecast was a revenue of 76B with 1-2B in negative cash flow. In 2021 we had around 79B with ~20B net. Where and how they ended of with 76B and 1-2B negative FCF? they money was dedicated for building Fabs?
