Whose Budget Pays for Severance?

Does severance come out of a managers budget? If so, what if they didn’t budget enough $$ for severance (they layoff more people than originally predicted)?

They aren't. In fact, they told a lot of LOBs to pull back on severance events for 2026. The layoffs that have occured and will were already budgeted.
