That talent council is only for 24+
According to my source, HR is supposed to release information this week regarding promotions and the new job posting process. Who knows if that will actually happen…
Going forward, jobs will be posted ad-hoc, and there will not be a centralized event anymore. There will still be a “talent council” that oversees employee movement, which sounds like the PDC in all but name.
Promotions will be decided in January and awarded in March with your merit increase. IMO this seems like a convenient way to squeeze the magnitude of promotion raises by rolling them up with merit raises.

I don’t think promotions will be common in the future for the average employee. I know a team that just lost an employee to a transfer and they are having a difficult time getting a replacement in the USA. So if anyone gets promoted it will for a pet not a commoner.
It doesn't matter, you won't get one
The promotion process has not be released.
HR are delaying to avoid any promotions this year.
