No more H1B renewal for existing employees ?

It may be a hear say but - Managers got initiated in the recent manager meet in San Antonio that no more renewal for existing employees. Any scoop here ?

In my honest opinion, they will still renew existing h1b holders because the fee is not as steep as a new h1b petition which is 100K. Heard from the grapevine that h1b holders are paid similarly to non-h1bs, and some even more than the locals, so this does not make sense to me.
