Yes EMEA is two continents, but it is one business are in Oracle, headed up by Cormac Watters.
Certainly the bulk of EMEA (the EU and UK part) is almost certainly going to happen a the same time. It will also be a slower process than the US, because people have legal rights over here.
It has not yet started, and the rumour is that it will be the end of April; but I believe that is a guess rather than a known fact.
EMEA is not a country . You are located in US to ask this kind of question. For your information, even the previous wave is not completly executed. You have several countries in EMEA ans each country has their own rules/regulations.
The A of EMEA is africa so that means also 2 different continent ...
