The purpose of H1b is because employers can not find citizens with those skills. Today there is no shortage of SWE's, yet Nike has so many H1b's and continues to file petition for hiring them.

They just need to grab all the guys in other states that are cracking down on predatory foreign gangs and companies. Indians are the worst about playing our system for the benefit of larger contactor agencies.
They will add some Americans to the books to make it all legal then have the company pay to move them to another location. Not new, this is a scam that's been running for decades.
