I interviewed internally and was able to negotiate a 28% increase.
I was promoted internally and my new job was barely a 2k increase so I asked for more and received an additional 1k. I was told that was the final offer.
They may ask for your salary expectation, or they may just come with an offer. Shoot for stars, but expect being offered around the 25% place in the salary range.

? Of course. If it is a promotion. Yes. Lateral transfer, even yes again. Keep in mind, if you are from outside the company, you will be offered more to begin with compared with a 10 year employee of TIAA vying for a transfer.
