Anyone hear where the 4500 will come from yet? I have heard central logistics will take the brunt of the cuts since what they do is ripe for outsourcing.

I'm guessing site closures and completely gutting departments. From what I've heard, there's no turn around projected until ~2029. Could be some rough years from folks in Midland. I'm glad I don't work there.
@OP yes, I also find this unusual that Dow has announced a number of layoffs, but no one (seems) to have heard anything yet. Does not seem to follow the pattern of past Dow layoffs.
