@d6, don't tell anyone you're retiring soon, it's not in your best interest.

It depends on the organization. I will be announcing my retirement in a couple months. However, I will tell my boss that my dates are flexible and if there is a force action coming I would be willing to adjust my dates if I could get paid out severance. It has worked for some, but not for others. It all depends on the leadership of the organization.

If your direct report is cool then just tell them. I know they are planning more this year ( like every other year) More people just got the mandate to relocate to Dallas in 6 months ( at their own expense) or take severence . I think those were mostly their attempt to get rid of older higher wage employees. When they ask you to relocate its code for "we want you gone" but want it to be your choice not ours. So expect another wave in July since these "Relocation" offers are always grouped with the normal surplus actions.

People are overcomplicating.

In the non bargained for space, if your group is tagged for headcount reduction, simply make sure your Boss knows you want to go. It’s much easier on them to pick you instead of dealing with someone emotional that is blindsided by it.

If there is no surplus event happening they are not going to surplus you.

Don't tell anyone you want a surplus. Just start by submitting negative surveys, be the quiet detractor, works flawlessly.

Depends on the org. I know people who told managers and got it at the next purge. I know others who did the same and they let others go instead. Once you tell them you want to leave, don't count on good raises and some orgs will hope you just leave on your own without getting a package. Probably depends on how much someone likes you or how much of a sh@thead they are.
