Many who were competent and delivering got shown the door while useless people who do nothing survived and failed up. Majority of Directors/VPs don't know the ABCs of engineering of managing people - they are just good su-k ups, liars and back stabbers. Bad behavior and failure gets you promoted - IDK. Note I did not say everyone, there are brilliant, kind, great leaders who are worth every dollar they get paid, but they are the few angels around.

30 Managers sounds rather excessive, I don't think I ever saw more than 11.
We waste more time filling out stupid tools that show nothing than doing real work. Guess what - you will see what we want you to see.
Being competent to whom ? Real story, in an escalation , 30 managers in cloud success management were in the slack channel, and just asking for update every 5 min to one engineer for every customer update. 30 managers and 1 engineer. In an event of lay off , which jobs are not necessary ? Old chair warmers , followup monkeys need to go. They will be gone once AI kicks up. Dont fail to blame immigrant though.
