The culture and new management in this company have become so toxic that I cannot stand it anymore, and I am planning my exit. I know some employees have left to non-competitors and they were still put on garden leave, but does that happen to everyone? Have there been situations where the whole notice period needs to be served?

I've seen garden leave for people leaving to direct competitors and no garden leave for people leaving to not-really-competitors. And I guess the higher up in the hierarchy, the more likely is garden leave.
In California it is not enforceable. You do not need to tell them who your new employer will be and there is nothing they can do about it. Garden leaves are typically written in the contract and you would have agreed to this before starting. It is not standard.
When an employer pays an employee their normal salary during their notice period but tells them to stay away from work, protecting confidential data and client relationships by preventing contact with customers, suppliers, and colleagues, essentially keeping them "out of the market" until their contract ends.
I've never heard of Garden Leave, what is that?
