I was paid just fine during the 60 days, and I submitted the severance docs early on. I didn't get paid on 12/5 though. It's there a delay for the first severance check?

Yes. You should have been paid through your last day of work in your final paycheck, along with accrued PTO. Your severance check will start 3 weeks after your last regular paycheck, then it will be be every 2 weeks as before.
