@c9 I think you're an outsider but I'll break this down for you anyway. The decisions for EOI were made weeks ago, they just didn't let those people go yet. They used the submissions to help make the decisions for everyone else. Based on business needs, they may decide to not approve some of thos EOI's. If they had accepted all the EOI's weeks ago they may have let someone go they needed to keep. Compare it to Exxon and Chevron all you want, but it actually was a well thought out decision on COP's part.

This is half-assed if they are just accepting peoples EOI today and they are laying off tomorrow. The voluntary decisions need to come at least one month before the layoffs are started. It doesn’t make sense for a major company to be operating like this. You don’t see Chevron or Exxon doing this. They have a process that is very well defined and drags on and on but preserves company skills.
