My leader has a meeting scheduled with the team on Wednesday for update on HQ changes. Does that mean we're safe from layoff?

I would assume its your leader communication to you that its business as usual inspite of TMs you know or interacted with were impacted.
I would say your leader scheduled the meeting to regroup everyone and have an open forum to talk it through. From what I’ve heard, no teams are safe.
