O1 Visa is quite hard to get, you need documented proof you are top of your game unlike H1B which essentially let anyone in. If you are top talent you are unlikely to be joining Honeywell!!

Hon uses L1 visas for this type of reason. L1 are employees, not contractors like H1B.

The $100K fee only applies to applicants who are outside of USA. Not those already in USA, like F1 visa students who graduate for US college and than get a job in USA (they will get H1B visa) but NOT have to pay the $100K fee. Basically, Trumps executive order helped mainly the F1 visa foreign student studying in US and will graduate find a job much easier since they no longer have the foreign competition taking that job. But it does NOT help the American college graduate get the American job. It helps the foreign student already in USA and graduating soon. Also, there is O1 work visa which doesn't have a limited quota and only $530 fee and majority of the foreigners who apply get the approval for the Q1 work visa. So now, instead of using H1B visa, they will use O1 visa and more than 85,000 can come into USA with only $530 fee. Therefore, TACOs executive order didn't do much for the American graduate get an American job.
