@by+1k5jqyzcd EXACTLY!! This will happen. The L1 is nasty little visa that puts all the cards in their hand, it will get hammered. So you have to spend a year in employment in your own country first, so what....cheap labour option still.

They will just move the jobs to the source, all the vay to India. This is has been the trend for decades, and this will just accelerate the process.

Honeywell won’t hesitate to spend 100k to sc--w current workers. They spend millions building on out of the way islands with no surrounding industrial base to support it.
That fee won’t make any difference and will just show the disdain.
Should make the fee be cost of educating a local worker to the same level payable per year to the university closest to the hiring work site. Need a phd? Great… hire one.. make one. In California that would be a USC room, board and tuition for 10yrs for every year you need that foreign expert worker. $1M please, per year.
This would drive tech out of high cost areas and support education directly.

While you are at it.. charge tax on every phone call and text digital or otherwise. Just 1 penny is enough. Shut down the labor arbitrage of using overseas call centers and wipe out spam calls in one tax. Spam only works if it is free.

Bravo! Hire Americans. Including for top management. And make that fee retroactive for every H1B in the company who has displaced an American. And as a corollary, make sure your kids pay attention in math and science class so we can have qualified American STEM candidates.
