Not easy to understand but I think you are probably correct. don't expect raises any different than last year. It is possible the government is asking large corps to stop the wage spiral.
It would not take much for current leaders to be tempted toward fighting inflation with the same heavy hand that was done in WWII. They could characterize COVID as a war and invoke the words FDR used in his Fireside chat #21. (truly inspirational speeches)

Then government starts writing the taxes..
they need to claw back all 6 trillion of that stimulus.
