The tax cuts were passed in 2017, and the T domestic headcount was 254K.
The TW takeover was complete in 2018, adding about 26K to the headcount. So, 254+26 should be 280K. But at the end of 2018 the T total domestic headcount was 268K – 12K less than it should have been with the TW addition.
Headcount for T in 2019 was 247K, and 2020 was 230K. And for fun, in 2016 it was also 268.
So, there is your proof. Even with the 2017 tax cut T continued to cut up to 10K jobs per year.

Profit or no profit, there are hundreds of thousands of well paid workers. And years and years of dividend increases.
But for the tax cut, AT&T would have made no money to pay debt interest, buy back stock, or pay dividends. So as is AT&T cannot make a profit but for cheaper and cheaper loans and more and more tax cuts, and more and more lay offs. It’s like a business model based on free labor. Should businesses like that exist if you want an actual capitalistic economy. Probably not.
Ask Jason Kilar at Warner, he's running the company. They need the cash to fund the HBOmax dream. He has single handedly taken down, Warner Bros., HBO, CNN, and now, Att in less than year! AND got paid $52MIL to do it.
