The first most important step Boeing needs to do is separate the current company into two separate companies completely separate from each other.
Call the first company The Boeing Heritage Company and call the second company The Former Out-Of-Business McDonnell Douglas Company. Then assign all employees accordingly. If a employee was smart and originally hired in as a Boeing heritage employee they can work for the new Boeing Heritage Company. If a employee was not so smart and originally hired into the former McDonnell Douglas they can work for the new Former Out-Of Business McDonnell Dogulas company.
The new Former Out-Of-Business McDonnell Douglas company can stay in St Louis and the Boeing Heritage Company can remain in Seattle. Once this has been set up and then the Boeing Heritage Company can have their Corp headquarters back in Seattle and also take back all the work and programs stolen by St Louis since the stupid merger back in 1996 and bring all that work and programs back to Seattle. Once this has been done the Boeing Heritage Company can forget all about the Former Out-Of-Business McDonnell company in St Louis.

The idea of splitting Boeing into two seperate companies makes sense. Because the McD leaders jockling for sole control of Boeing right now, currently have Boing going down the same dead-end path they steered McD down in the 1990's that lead to the end of McD and likely the case for Boeing.
