Ok dumb question. News is I’m going to be surplus, can I take an fmla due to covid positive test to save me from being laid off.

If you have already been officially notified, then while on leave, the surplus clock is frozen. When you come back it resumes.
If you are already on leave when the surplus is called, then when you come back you will be notified your 1st day back and clock begins.
sometimes a cool manager will give you an unofficial heads up while you are on leave so you can prepare. But with new surplus rules being only 2 weeks its kind of not worth playing that game. However I have known several folks who go on leave to get that last expensive surgery et while you still have benefits.

If you tested positive you should be in self-isolation already. Continuing to come to work is endangering your coworkers and any other members of the public you encounter.

You will still be surplus when on medical leave. It doesn’t stop surplus.
