One reason they hire "contractors" is because they can cheap out on benefits while one or two middleman can take a significant cut of the salary and give peanuts to the employee. How do I know? I am one of the employee. I can feel your frustration.
If employees are H1B, just legislate that they cant work in metropolitan areas greater than 150K pop. You reduce urban housing pressure, increase rural economies, and insure you dont make concentrations of foreigners.
How much side money do managers make on these contracts for people they know creating jobs that are tailored specifically to the foreign applicant? 21st century mafioso behaviors.

It’s not the H1B program. It’s the US’s horrible education system. If we put more resources into teaching our students Math, Science, Engineering and Tech (in addition to traditional subjects) from a young age, they would be able to compete and fill those jobs as adults. Instead, no one wants to pay taxes to fund a well run education system. Learn MATH for your country. It’s not someone else’s fault!

The problem with H1B is that they're not brought in to fill a specific opening by their Indian buddies. They create a job description for that person's resume and then say nobody else in the US can do the job.
