If one wants to get laidd off with a separation package and get out of Intel, what is the best approach in messaging with manager or HR to achieve success?

Just say some truth about the rotten organization. The manager will get mad and do something to clear you very soon.
Just ask for it. It's not that hard. As a manager, I am happy to have volunteers. Unfortunately, you are waaaayyyy too late. If you asked a month ago you would have been successful. No chance now. You don't need to "engineer" it.
No more packages. Future layoffs will be on individual basis through fabricated performance issue fake stories so they don’t have to give a package. Best is to just do the minimum required at intel and start looking for another job now in your remaining time.
Simply become the squeaky wheel with the wrong people, that's what I did.
just hint your boss, you want to get the package in the next round
Wait for the next round of package and that time MFT give your manager all zero, and you will find yourself out...
