You don't need the union to file for New York Dock protections. You can file your request with the vice president of personnel. That is how I filed years ago when the union would not help. Be sure to send the request by certified mail.
The man at labor relations in Washington DC was very helpful. My local state labor relations referred me to the fed.
New York will cover this takeover, with protection.

@dp Even a complete shutdown doesn't mean NYD or Washington Agreement. The Youngstown, OH Mechanical Department was completely dissolved along with Ashtabula, Mansfield and Canton in 2020. The Union (TWU) out of Cleveland, Local President Emmanuel Paragios, told us no benefits and if we wanted to grieve it they wouldn't help. The work was transferred (WA) but it was Emmanuel and his boys from Cleveland doing the work. Do the math.
Without completely shutting down the shop, NS doesn't pay protection benefits under
NYD.
If it is a transfer of work, they will carry their seniority. Hope this doesn't happen.
