Big disconnect between Cisco's public statements to the financial community—that the company is "rightsizing efficiently" to optimize performance and the observed outcomes of the LR process. HR is non-existent - they don't care about preservation of talent and institutional knowledge. I feel an increasingly toxic culture and diminished trust in leadership.

OP, you are too narrow minded. It simply depends on what defines 'success' for the LR.
You seem to think that 'preservation of talent and institutional knowledge' is desirable in whatever technology/function in which you operate where you observe the LR. However, the LR decision are looking for a different outcome, and for them, that outcome is success.
HR has nothing to do with the LR, outside of ensuring a smooth exit.

The truth for all Corp American is that at certain level up - SVP or up, majority of staffs were treated as beans. Like or not, that is the reality. Talent leaving? valuable employee walking? that is the headache for line mgrs and maybe directors.
We just need investors to keep buying the story (BS) so the share price holds - rest cannot be fixed

Increase toxicity so folks leave of their own accord and Cisco does not have to pay severance.
