Oracle has 900-950 employees in NJ (not NY). If this layoff is going to be a big one then remember just 6% of 900 is enough to trigger the NJ requirements.

@OP It depends on the make-up of the layoff pool. Last year they did adjust garden leave to allow many of us to get our final option grant, but when you look back at the layoff list there were a large number of directors, senior directors and VPs (you will get a copy of positions/ages of everyone impacted with your package). The intent it seems was to 'take care' of upper management on the way out. Certainly many of us IC's benefited. Unclear if that will happen this time around though. I'd be more concerned if they reduce the severance packages.
@aj Oracle doesn't have a big presence in NJ or NY, so they never had to fill a WARN notice there. I checked the WARN records for both states from 2016 onwards.
If your vest date falls withing your garden leave period - so mid April for NA. EU has better worker rights than US.
Unless your vesting date is before your last day, no chance. They are not prorating them and are purposely doing the layoff early this time. It cost Oracle a lot of money last year on all the vesting. They won't make that mistake twice.

IIRC, most RSUs vest in September. Anyone laid off in say April, even with WARN protection, will be long gone well before then.
@ae Unless you are remote, then WARN doesn't apply (at least in CA). I got shafted on my RSUs that were vesting later in the same week that I was laid off. Kissed 40k goodbye. MFers.
NJ and NY has 90 days WARN requirements. Plus NJ counts statewide in 30 days. Not site specific. Also extends to remote workers
it strictly depends on your termination date, which is determined by your location. For example if you are in WA or CA and you are part of a mass layoff, they have to keep you on the payroll for 60d, and if your RSU vest day is within range, then it will vest. Some other regions will only get 1-2 weeks of notice.
Your severance starts after your termination date.
