New manager won't get off my back. I'm good at what I do, yet I'm constantly interrupted and second-guessed. They're relentless, especially with me. No clue if this is just bad management or if I'm being set up for cuts. As if I don't have enough stress already.

HR is literally powerless. A leader could have countless harassment complaints raised through Speak Up, HR investigations, surveys, the whole shebang, and still not be removed. HR simply can’t make that final decision. The manager above the person in question does, and if that person is corrupt, they will protect their yes-minions and brush everything off. I’ve witnessed it with my own eyes over and over the past few years. The entire leadership line is corrupt.

The only thing you can do is keep saving the rainy day fund (ironic term in Oregon), keep looking around for other jobs just so you have options and do a weekly detailed status report of what you do.
The status report is a paper defense in a flamethrower fight but it’s something.
I’ve used them before to fend off a micromanager or at least get them to taper off their OCD. They didn’t suddenly get to be a great manager just… stopped asking so many questions because I’d literally written down the answers for them. Micromanagers are lazy if you give them an easier way they might take it.

@am Showing your boss, HR or ER won't do a damn thing, People are pegged just for the purpose of getting rid of them to show their leaders they are doing something. Find a job outside of Nike and go be happy.
Lays off might have triggered the extra focus to show they are deeply involved when we seen most managers/ directors are non technical and strive on networking and clueless what the team does - zero support I have seen when you need their help .
There is absolutely nothing positive that will come from this. Even if OP’s suspicions are true. OP out looking for a job soon if they can’t figure out how to play the game.
Having an honest conversation with your manager will in almost all scenarios ruin your career.
You’re definitely being set up and if you’re being treated different than your colleagues, it might be worth showing your boss those examples of how you’re being treated differently. Welcome to the new Nike culture. Where employees aren’t valued, they are mentally and emotionally abused by so called “leaders”!
You’ll have to figure out a way to manage her. If she scheduled a 3:00 to do a review of some kind… and you think it is unreasonable micromanaging… schedule a meeting at 11:00 to pre review her expectations for the 3:00.

This is very common at Nike actually because most of managers here don't work on projects and I bet your boss‘ CFE is all your works…and even they do have project, you are the one execute it. I personally will do everything I can to avoid this type of project because my boss will set up 5 meetings a week to review the progress which will drive me nuts.
You're for sure being setup for cuts. This is Nike, there have been several layoffs lately. Your boss likely already has a target number to reach.
