@a1 bellevue requires you to badge in and out of parking garages. When the exit gate is open it means one of two things. Either there's a layoff or the gate is broken.

In B2. It means people will be let go today because they’ll need to exit garages without their badges.

@a1 You have to badge out of Bellevue parking garages. Therefore, when the gates are up they're either broken or there's a layoff.
