Is Verizon India impacted because the news mentions US layoffs?

Offshore will be impacted, typically it's only a tiny fraction historically but this time around they're flattening the management layer, offshore has the exact same number of layers as onshore, in some places more. It's an organizational change and VDSI is part of the organization.

@a3: they are no longer cheap, India's rate of inflation, as those days have come and gone for about 20 years. Furthermore, you get what you pay for now as India's IT talent which is hired is not talented. The strong candidates are not going to work for Verizon India but work at more technology savvy companies.
