Don't roast me, but I got an offer to get hired back after getting impacted last year. Ultimately Intel pays more for my role than anywhere else. For the life of me I can't find the percentage of severance I'd have to pay back relative to the months from getting laid off. Does anyone have that information? Has Intel actually enforced it?

I learned my lesson returning to Intel after being laid off. I'll never make that mistake again.

Yes, you do have to pay part of the severance back depending how long you've been away from intel. I got laid off in 2024 and came back early summer 2025. I had to pay back around 27-33% and they will take out a portion of your paycheck over a number of months.
However don't think the job hunt is over. I went back in 2025 and it was a complete disaster. Management was chaotic and clueless, they realized they had a massive brain drain and struggled to meet deadlines but they continued to layoff. Plus it's a "dog eat dog" environment and toxic management. I decided to look for an job outside Intel and thankfully landed a job and left Intel before end of 2025.
I viewed my reemployment at Intel in 2025 as a job to find another job with the goal of finding a job outside Intel. I'm glad i left.
My two cents: keep looking for a job outside Intel.

@a1 I thought the threshold was 6mo, or that it was prorated in some fashion.
Reality is that it, like everything else in your offer, it mostly negotiable.
Haters gonna hate, but (depending on the role) working at Intel is a perfectly fine way to make a living.
Anyone who hates their job should start considering what they bring to work every day. There are some inexperienced or defective managers, and some roles that are not awesome, but plenty of room to move around and find a better fit.
If LBT can keep building the business, who knows, maybe someday Intel will stop being a zombie company as well.
You need to demand a signing bonus. And keep job hunting once you take it.
Look Intel is far from a great place to work…. But a job is a job and in this market, if you see the benefits go ahead and take it. Nothing will stop you from continue looking around but now you will have additional leverage to negotiate and you will have an income

I would'nt give a dollar back... in fact I would ask for a joining bonus... people are not falling out of the sky for these jokers to pick and choose, don't sell yourself short.
If you return within 12 months, you have to payback the number of months remaining. (GTFO money ÷ 12, multiplied by number of remaing months.) And yes, it is enforced. Good fu--ing luck going back!!!
