Has anyone heard of when they might post new jobs? How has it been in the past when a layoff happens?

I suggest you move on to outside opportunities. Verizon did not value your contributions. They only keep mediocre friends. At least that is how it is in finance.
It was much easier to land another job with the smaller annual RIFs than something so large like this with the hiring freeze.
Essential sales positions are being backfilled. It looks like there may be ONE other management job out there right now.
It's not stupid to try and save your PTO accrual of stay at a place where you were comfortable. Anyone shaming OP needs to calm down.
there wont be any positions. They will continue to cut
Don’t waste your time or energy. They want you gone. Focus on outside opportunities.
In the past an abundance of job openings would open immediately after the rift. But that's not true this go around.
The 'internal postings for laid off workers is just a ruse. They don't really exist and/or are not for those that Vz has decided to lay off (unless you are friends with the job poster as always). Spend your time looking outside for any real opportunities.

Don't waste your time on internal postings unless the hiring manager knows you are coming and your current manager sent you. It is what it is. Internal postings are only posted because they have to be posted - they aren't really for internal candidates.
@OP
B2B sales positions posted and some retail positions. Not many, but there are a few.
How it has worked in the past is its a mad dash because the entire process has to be completed before your off payroll date. It is exceedingly difficult to get through interviews and hire with 26 days left. People in longer WARN states like NJ and California will have until February I think so might have a better chance.
In practice, it's rare to get another internal role and will be very difficult given the number of people impacted.
They'll be frozen until major rounds of layoffs completed.
There will be some limited offline resource movements thru HR based critical business needs.
@a1 I don’t know about this. Isn’t there a hiring freeze? I saw some retail positions available, but I don’t know if there’s going to be a lot of other opportunities?
I am genuinely curious to understand why you would want to find an internal position when they clearly picked you in the RIF to leave.
