Does anyone have insight into the process or timeline of laying off an entire department of individual contributors and moving the positions offshore?

Does Optum ever hire temporary US contractors to replace us first and then eventually move to offshoring?

@OP The only time I’ve seen them do this, is by using contractors who then employ the offshore team. They don’t make them employees. Also they don’t do this say, for an entire product or team, but for certain functions within a team. I worked in a group where they used them for data loading.
In HR they do this for intake.

This happens. Not sure how often. A team was recently devastated with 15 people cut (riffed) but they had months warning (meaning they were told they were riffed but their last day was in months not weeks), which on the surface seems kind but in reality it was so 15 people could be hired offshore and trained by the people who were riffed during their last months with the company.
