I don’t understand how Cigna is hiring for customer service agents when a mass layoff was just done, along with possible upcoming layoffs with IFP/Evicore? Like why not move over the agents who are at risk of losing their job to the customer service department the company is hiring for? What’s the point in hiring others when you have internal people with experience? Why are we hiring anyways with current layoffs? I don’t understand the moves this company is making. Nothing makes sense anymore.

@OP agreed!!! Is it truly more effort to lay off, pay severance, relist roles, and go through hiring hoops?? If needs have changed, just talk to people! They're likely open to change, if given the choice.
I have seen various positions listed on the Cigna careers site , posted in May. There are also some people who took the VRP retirement package who have been hired back part time in their previous position. Hours ranging from 12 to 20 hours per week. Look up the Cigna “Encore “ program . The positions are only for retirees that took the VRP. Not sure how many out there but we know a couple of people who came back either by being contacted or by seeing a post for part time for retiree only . Has anyone else seen these
All the recent new hires I have seen in Customer service are based in the Philippines. This smells of outsourcing.
@a1 It is. I see a lot of them getting new swag and talking about being "freshers".
On the state side, the only new hires I know are nepo babies or friends with someone or related to someone.
@OP Asked and answered
New hires tend to cost less than the workers they replace.
I think it’s all going to offshore including the new hirings.
