Why can’t I review my manager?

You do get to rate your manager. Its called quitting.When a manager hates you they have to jump through hoops to bet rid of you. When you hate your manager you can walk out the door and never come back.
Rate them during employee survey. They are graded on those and should be hammered
There is global survey, but result doesn't matter any more.
Why would you want to be open for retaliation? The managers determine your job status and pay. The only people I see happy working here is management. They don’t care or want to be better or we would be. Had to learn to detach, put on a happy face, set boundaries and say to myself daily, it’s a paycheck!
The constructive way to do it is there’s no anonymity. The manager gets a written review from the employee and it’s expected to be part of annual conversations. Don’t know if there’d be a ratings scale as well. That’s how it would work in a non-zombie company with a future.
But this is Wells Fargo, not that you need the reminder. Upper management doesn’t care if people like working for lower managers all the way down the chain. And so what is sewn is reaped.
That would make my year 😉 to be able to rate management

Because that isn't how they do it at Citi.
Because people are petty, especially about those to whom they report.
They don't wanna know or they'd ask.
